CHR, Umaksyon Agad Para sa Lalaking Bumunot ng Baril Laban sa Pulis!

Nag-umpisa agad ng imbestigasyon ang Commission on Human Rights (CHR) tungkol sa kaso ng lalaking bumunot ng baril laban sa sumisita sa kanyang pulis.

“There are different accounts of what transpired, including clashing narratives on whether the victim had a pistol in his sling bag, which the police claims as a sign of imminent danger, thus resulting [in] the shooting” sabi ni CHR spokesperson Jacqueline Ann de Guia.

Ayon sa ilang ulat, ang lalaking nagtangkang bumonot ng baril ay si Winston Ragos, dating sundalo. Nakuha sa sling bag ni Ragos ang isang baril at 4 na bala. Ang pulis naman na nakabaril kay Ragos ay isinasailalim na sa imbestigasyon.

Ayon kay De uia, nababahala sila na ang lockdown ay magamit sa paglabag sa karapatan pantao.

“We stress since the start of the implementation of quarantines and lockdowns that law enforcers must always remain respectful of human rights, even in the face of a national health emergency… We recognize that law enforcement officials are important in the protection of life, liberty, property, and the security of person… But there are also guidelines set on the use of force that law enforcers must strictly observe, “ saad ni De Guia.

Giniit din ni De Guia ang itinataguyod ng UN Principle tungkol sa hindi paggamit ng dahas ng mga tagapagpatupad ng batas. Nakalagay din daw sa Philippine National Police operational procedure ang pagbabawal sa labis na paggamit ng pwersa.

“Under the same principles, it was outlined that if the use of force and firearms is unavoidable, then authorities must practice restraint and act in proportion to the seriousness of the offense, mindful of minimizing damage and injury and with respect to the preservation of human life, “ dagdag pa ng tagapagsalita ng CHR.

Naniniwala naman si Joint Task Force Corona Virus Shield Head Police Lt. Gen. Guillermo Eleazar na ang naging hakbang ng pulis ay self-defense lamang.
