Nagahain ng panukalang batas si House Minority Leader Benny Abante Jr. para ipawalang-bisa ang National Telecommunication COmmission (NTC). Ang dahilang ng mambabatas, wala daw itong pakinabangan.
Sa House Bill 6701, ipinalilipat ang kapangyarihan at tungkulin ng NTC sa Department of Information and Communications Technology (DICT).
“Our NTC, supposedly in charge of regulating and promoting the telecommunications industry has turned out to be one of the most inept and useless agencies whose only relevance lies in being another model for sheer wastage of taxpayer money… “Its failure all these years to invoke sanctions against the companies poorly serving the people’s telecommunications needs is a perfect reason to abolish it already… The NTC should be abolished and its functions and powers be transferred to the DICT where it can be better exercised and hopefully be more responsive to the needs of our changing times,,” sabi ni Congressman Abante.
Inihain ng kongresista ang panukalang batas matapos maglabas ang NTC ng direktiba na pahintuin ang ABS-CBN sa operasyon nito. Ayon kay Abante, sampal daw sa mukha ng kongreso ang ginawa ng NTC.
Magugunita na pinagtanggol ni Solicitor General ang naging hakbang ng NTC laban sa ABS-CBN.
“Why blame NTC when they are only following the law… Without a valid and subsisting franchise from Congress, the NTC cannot allow any broadcasting entity from operating in the country… The bill renewing ABS-CBN’s franchise has been pending in Congress since 2016… The question we should be asking is, why hasn’t Congress acted on it? Who is at fault here?… The Constitution requires a prior franchise from Congress before a broadcasting entity can operate in this country. Absent a renewal, the franchise expires by operation of law. The franchise ceases to exist and the entity can no longer continue its operations as a public utility,” paliwanag ni SolGen Calida.
