Malacañang, Nagsalita na sa Anti-Terrorism Law!

Dinepensahan ni Presidential Spokeperson Harry Roque ang Anti-Terrorism Bill laban sa mga kritiko na bumabatikos dito. Ipinaliwanag ni ROque na matagal ng nakabinbin sa senado ang nasabing panukala. Napapanahon din daw ito dahil marami sa mga kababayan natin ang apektado ng mga kabalbalan ng mga terorista.

“Ang mapuksa ang terorismo ang magandang hangarin ng batas! Bakit daw po ngayong panahon ng COVID ipinasa iyan? Well unang-una po, nakabinbin na po sa Senado ang panukalang batas na ito, Enero pa noong 2018. Naipasa na po nila ito bago pa na-certify na urgent ng Presidente. At bakit ngayon po nag-certify as urgent? May 27 po, 6,000 pong kababayan natin napilitang lumikas dahil sa kamay ng mga terorista. Hindi po tumitigil sa pag-atake sa sibilyan ang mga terorista maski mayroon tayong COVID-19,” sabi ni Roque.

Sa section 4 ng anti-terrorism bill ay nakasulat na hindi saklaw sa panukalang batas ang pagpapahayag ng hinaing laban sa gobyerno.

“Provided that terrorism, as defined by this Section, SHALL NOT INCLUDE advocacy, protest, dissent, stoppage of work, industrial or mass action, and other similar exercises of civil and political rights, which are not intended to cause death or serious physical harm to a person, to endanger a person’s life, or to create a serious risk to public safety.”

Dinepensahan na rin Department of National Defense (DND) Secretary Delfin Lorenzana ang panukalang batas. Ayon sa opisyal, karamihan daw sa mga kumokontra sa panukalang batas ay mga komunista at mga supporters ng mga ito.

“What these detractors, mostly Reds and their allies, have done is to pick some provisions and add their own interpretations to scare people. People need not fear. The proposed law has safeguards of civil liberties and sanctions to law enforcement agencies… This bill was deliberated lengthily by both Houses and all sectors were invited as resource persons during these deliberations. All sides were heard… My comment on those opposing this measure is that their opposition is baseless as there are sufficient provisions protecting people’s rights and there are penalties and punishments for law enforcers caught abusing the law. Our people have nothing to fear,” sabi ni Lorenzana.
